Moore’s Law was not handed down as a scientific law. It began as a short trade-magazine article, “Cramming more components onto integrated circuits,” that Gordon Moore wrote for Electronics, Volume 38, Number 8, dated April 19, 1965. The Computer History Museum, which holds the original four scanned pages, calls it “the original magazine article that led to the hypothesis that today is called Moore’s Law.” Moore was director of research at Fairchild Semiconductor at the time and would co-found Intel three years later.
