In late 1957 Herbert Simon, addressing the Operations Research Society of America, made a set of predictions that became one of the most famous overreaches in AI history. The talk, co-authored with Allen Newell, was published in the journal Operations Research in its January-February 1958 issue as “Heuristic Problem Solving: The Next Advance in Operations Research.” Fresh off building the Logic Theorist and the General Problem Solver, the two were confident that thinking machines were not a distant dream but a near-term engineering project.
The paper stated four predictions, each on a ten-year horizon. The exact wording was: “that within ten years a digital computer will be the world’s chess champion, unless the rules bar it from competition”; “that within ten years a digital computer will discover and prove an important new mathematical theorem”; “that within ten years a digital computer will write music that will be accepted by critics as possessing considerable aesthetic value”; and “that within ten years most theories in psychology will take the form of computer programs, or of qualitative statements about the characteristics of computer programs.”
By the deadline of roughly 1967, none of the first three had come true. Computer chess was still weak - the program Newell, Shaw, and Simon themselves built was reportedly beaten by a ten-year-old child - and a machine would not become world chess champion until IBM’s Deep Blue beat Garry Kasparov in 1997, three decades late. Machine-proved theorems, computer-composed music judged of high aesthetic value, and the reframing of psychology around computational models all arrived later and more partially than the ten-year window allowed.
The episode is a foundational entry in the long catalogue of confident AI timelines that slipped. It is frequently cited - alongside Marvin Minsky’s “within a generation” prediction - as the moment the field’s founders set expectations that the technology could not meet on schedule, helping set up the disappointment that fed the first AI winter.
